Even if the situation of the building tax was uncertain in the last quarter of 2022, in December of the same year everything was clarified, the current building tax system remaining unchanged in 2023 and 2024, the new one being officially applicable from 2025, according to the law published in the Official Gazette.
Defined for everyone's understanding, the own capital of a company represents the amounts of money due to the shareholders, in the situation in which all the assets are capitalized and all the debts of the company are paid. In specialized parlance, equity is also called a net asset.
We admit, yes, we have discussed a lot in previous articles about the valuation of real estate (movable property) and not at all about the valuation of movable property. Today we are going to share some information that can be useful to you in case you need such an assessment.
Today we will focus on the cadastral documentation, respectively on the Plan of location and delimitation of the property body. Why? The idea of today's topic came after the discussion with one of our clients who considered that the lack of this document is not an "impediment" in the valuation process, nor in the trading process. But we will detail each aspect individually.

Inside and outside an enterprise there are a number of stakeholders who have different levels of power, influence and interest in the organization. They shall, at regular intervals, request information for the purpose of taking different decisions.

"What is the purpose of the evaluation?" Surely you have been asked this question if you have called an evaluation firm to draw up an evaluation report. It is not for nothing that you were asked this, because depending on the purpose of the valuation declared by the client, the type of value that will be estimated is chosen. The elaboration of the evaluation report may be carried out at the request of any natural or legal person, of private or public law.
The role of the authorized assessor is to estimate a correct value, for a particular asset, at a certain date, all of which is materialized in an evaluation report. If you've ever wondered what an authorized assessor can rate, the answer is: anything/object that can be estimated to have a value estimated.
According to specialized studies, Bucharest is the European capital that presents the highest seismic risk. Over 350 buildings are classified in class 1 of seismic risk. In reality, however, the list of vulnerable buildings is much larger.
In estimating the market value, apart from the analysis of ownership, conditions of sale, market conditions, location, an important aspect is the physical characteristics (level of finishes, surface area, height regime, etc.). Today we are going to turn our attention to one of the elements that completes the physical characteristics, namely the surface.

The process of granting the loan plus the great desire to conclude the transaction as quickly as possible make the buyer not to give more importance to the physical and legal aspects related to the home he wants.
"Don't leave tomorrow what you can do today." – Nelson Mandela This proverb also applies to the field of evaluations, time being a decisive factor in most cases. During the 17 years of activity we have encountered many postponed or even canceled sales and many other problems caused by the lack of cadastral documentation, situations that could have been avoided if a minimum documentation had been made some time before.
In a previous article I wrote about the essential steps of evaluation. Today we will focus on two of them, namely the inspection of the building and the estimation of the value. Why did I choose this topic? Very often, the client believes that immediately after the completion of the inspection of the building, the assessor can communicate to him its value. But the process of estimating the value is a complex one, which cannot be done "on the spot".
As I told you in the previous article, among the most important steps of the evaluation is to carry out the inspection / viewing. What does this step entail? After receiving the necessary documentation, the assessor agrees with the seller or buyer the date and time of the inspection of the apartment. On the appointed date, the assessor inspects the apartment and signals any differences in the representation of the dimensions of the apartment and its characteristics in the documents compared to the physical situation in the field. The assessor has the obligation to record in the evaluation report all the inconsistencies noticed.
I think within every company there are times when we realize how different we are. I, even after 17 years, still discover new things about my colleagues, about how much we are similar, but also how different we are at the same time.
Most business owners turn to a valuation of the company only to cover an immediate need – when they want to sell or when one of the shareholders wants to leave the company.

Filing a valuation report for taxation with the Local Tax and Fees Directorates to which the assessed building belongs is an option of taxpayers to apply the reduced tax rate for buildings revalued under the terms stipulated by the tax code – for individuals who own buildings with non-residential/mixed destination the tax rate is between 0.2-1.3% in case of filing a valuation report versus the 2% rate if a valuation report is not filed.
In the last 3-4 years there has been an explosion of constructions in the Area of Mamaia Nord, with a growing spread to Navodari: from Summerland to the old Camp. Many buildings were built both in the Promenade and DC86 area, as well as between DC86 and the canal. As a height regime we meet buildings with 5 to 10 floors in the area bounded by the sea and boulevard, where are the most sought after apartments for the view offered, and on the side between the boulevard and the canal the buildings do not exceed the height of 5-6 floors
A real estate appraiser is that natural or legal person authorized by ANEVAR – National Association of Authorized Valuators of Romania, with significant experience in real estate, competence in valuation in the real estate market, who knows, understands and can correctly implement those recognized methods and techniques that are necessary to carry out a credible valuation according to the Property Valuation Standards – ANEVAR.
An important element for real estate appraisers related to single-family dwellings or apartments is that of technical parameters. Thus I chose to develop this topic so that those to whom we offer our services understand better how to correctly classify a real estate.
